Beaver Management Planning for Municipalities & Infrastructure

Picture

Managing beaver activity across a drainage system or municipality requires more than reactive trapping or repeated maintenance. Beaver Leavers provides comprehensive beaver management plans in Michigan and the Great Lakes Region designed to help organizations move from short-term fixes to long-term, cost-effective strategies.

Who This Service Is For
  • County and municipal drain commissioners
  • Road commissions and public works departments
  • Engineering and consulting firms
  • Watershed and conservation organizations

The Challenge
Beaver activity often leads to:
  • Repeated culvert blockages
  • Chronic flooding in managed drain systems
  • Ongoing maintenance costs
  • Unpredictable site conditions
  • Conflicts between infrastructure needs and ecological considerations
Traditional responses—such as repeated trapping or dam removal—often fail to address the underlying patterns driving these issues.

Our Approach
We develop site-specific, system-level management plans that evaluate the full landscape of beaver activity and infrastructure interaction.
Each plan is designed to be:
  • Defensible – grounded in field data and established practices
  • Adaptable – flexible as conditions change over time
  • Actionable – provides clear guidance for implementation

What a Beaver Management Plan Includes
Depending on the project, plans may include:
  • Site assessments and field evaluations
  • Identification of high-risk and priority locations
  • Mapping of beaver activity and infrastructure conflicts
  • Evaluation of management options (flow devices, exclusion, tolerance, or removal)
  • Decision-making framework for future responses
  • Cost considerations and long-term maintenance implications

Benefits to Municipal Clients
  • Reduced long-term maintenance costs
  • Fewer emergency responses to flooding
  • Improved infrastructure reliability
  • Clear, consistent management strategy
  • Support for grant applications and reporting
  • Alignment with environmental and regulatory expectations

Implementation Support
In addition to planning, Beaver Leavers can assist with implementation, including installation of flow devices, culvert protection systems, and other site-specific solutions.

Current Work & Research
Beaver Leavers is actively developing and presenting municipal-scale beaver management strategies, including work with drain commissioners and conference presentations focused on long-term infrastructure solutions.

Beavers are the only species that rival humans in their capacity to drastically alter landscapes

This historical map (above) from the now famous The American Beaver and His Works by Lewis Henry Morgan recorded the sites of beaver dams near Ishpeming, MI in 1868.  A 2015 study (below) found that many of these dams were still visible on the landscape and some of the ponds were still in use.  Talk about staying power!
